By returning to the average rate of federal spending we sustained throughout the 1980s and 1990s (roughly 20 percent of GDP), we can get our fiscal house in order, balance the budget in three years and, most importantly, ensure a financially sound future for all of us. By limiting the purse strings we will also ensure government programs work more efficiently and effectively.
